PRINCIPAL CERTIFYING AUTHORITY
Before work can start, you need to engage EBC as your Principal Certifying Authority (PCA). The PCA oversees the project from commencement of work through to final completion of the building. During the construction process the PCA does building inspections, relies on others to certify certain components of the building work and obtains compliance certification demonstrating the building is safe for occupation.

PRINCIPAL CERTIFYING AUTHORITY PROCESS
DOCUMENTS REQUIRED :
Notice of commencement to start building work This form must also be completed and signed by all owners. The notice of commencement to start building work is submitted to Council before the commencement of building work. It tells the Council that you have nominated EBC instead of them to oversee your building project.
Principal Certifying Authority Service Agreement This form must also be completed and signed by all owners. It ensures roles and responsibilities are clear.
Builders Agreement This form must also be completed and signed by the builder. It ensures roles and responsibilities are clear.
